COLUMBIA, S.C. – Lawmakers Seek to Legalize Online Sports Betting
A group of lawmakers in South Carolina is pushing for the legalization of online sports betting with a new bill set to be introduced in the upcoming legislative session. Dubbed the Sports Wagering Act, this initiative follows numerous failed attempts in previous years, including a recent effort that was shut down in 2023.
What the Bill Entails
The proposed legislation comes with specific regulations aimed at controlling the market. It will limit the total number of betting operators to eight, ensuring a more manageable environment for both operators and bettors. Additionally, the Act introduces a tax of 12.5% on revenue generated from sports betting, which advocates believe could significantly impact the state’s finances.

Supporters of the bill, such as Mark Nagel, a professor in Sports Entertainment Management at the University of South Carolina, argue that it could yield positive effects on the state economy. “It’s not going to be a magical fix, but it should be a net positive,” Nagel stated. He noted that sports betting has evolved over the last decade, becoming accepted in various states following changes made by the Supreme Court that expanded the ability of individual states to regulate gambling.

Nagel also referenced a historical reluctance surrounding sports betting, stemming from events like the “Black Sox Scandal” of 1919, when members of the Chicago White Sox were accused of conspiring to fix the World Series. “The fear around sports betting is deep-rooted, but the landscape has changed considerably,” he added.
Regional Dynamics
One of the significant factors in favor of the bill is the growing acceptance of sports betting in neighboring states. “People can simply drive a short distance to gamble, which may change perspectives here,” Nagel noted, implying that local residents may feel pressured to adapt to trends in nearby jurisdictions.
Opposition From the Governor
However, the proposal faces opposition from Governor Henry McMaster, who has consistently been against sports betting in South Carolina. A spokesperson for the governor has reiterated his stance, saying, “Governor McMaster has long opposed sports betting and still does today. It is simply inconsistent with South Carolina’s values.” This resistance may lead to hurdles in the legislative process as the bill attempts to gain traction.
