The sale to the Saluda Grade Trail Conservancy is expected to be finalized by the end of July 2025, marking a significant step towards the corridor’s transformation into a much-anticipated rail trail.
This ambitious project is backed with strong support from both North and South Carolina, each contributing approximately $15 million to fund the purchase. The Saluda Grade Trail Conservancy, founded by Glenn Hilliard, has partnered with organizations such as Spartanburg PAL, Upstate Forever, and Conserving Carolina to ensure the project’s success.
As the wheels turn for this project, initial due diligence is already in motion. This includes essential tasks like property line surveys, title work, and environmental assessments to secure the integrity of the project for years to come. Laura Ringo, the executive director of Spartanburg PAL, is overseeing these critical surveys, ensuring that every inch of the corridor is accounted for.
To support the meticulous due diligence efforts, around $1 million has been allocated. This funding comes from a combination of grants and contributions from both state and federal governments. Additionally, the conservancy has been granted an impressive $6 million in federal funds earmarked specifically for the design and construction phases of the trail.
When it comes to building the trail, costs can vary significantly, estimated between $1.1 million to $5.5 million per mile, depending on the trail’s design and features. The most affordable option involves an 8- to 12-foot-wide asphalt trail, while the most costly plan includes a 14-foot-wide asphalt trail complete with a retaining wall. What’s more, the entire construction will be rolled out in phases, acknowledging the high costs associated with building the entire trail in one go.
This new trail is not just about creating a beautiful outdoor space; it promises substantial economic benefits as well. Estimates suggest that the project will generate around 250 jobs during the construction phase alone. By 2037, it could lead to an impressive $11 million in annual visitor spending, following a trend observed in shared-use trails that boost financial activity within local communities.
