In an extensive operation, officers with the Johnson City Police Department (JCPD) Special Investigations Squad (SIS) working closely with the Drug Enforcement Administration apprehended Louis Ross, a 35-year-old man from Spartanburg, S.C. On April 18, Ross faced several charges including maintaining a dwelling where a controlled substance is stored or distributed, manufacture/delivery/sell of a controlled substance, possession of methamphetamine with intent to sell/deliver, evading arrest, and possession of unlawful drug paraphernalia. These charges followed a lengthy investigative process by the JCPD and other authorities.
On the afternoon of the same day, JCPD SIS officers conducted a vehicle stop along Franklin Road and Spring Street, as Ross was identified to be a passenger. On spotting the officers, Ross attempted to escape on foot, during which he disposed of four bags containing a crystalline substance. However, the officers, demonstrating their training, swiftly apprehended Louis Ross and retrieved the discarded bags. The bags were found to have approximately 4.02 pounds of what is thought to be methamphetamine.
The JCPD SIS team was subsequently able to secure a search warrant for a short-term rental believed to be Ross’s current residence. The conducted search resulted in several significant discoveries– officers seized 20 pills of ecstasy (MDMA), seven pills of Roxicodone, 3.5 ounces of a powdery substance thought to be cocaine, two ounces of powdered fentanyl, and nearly 12 ounces of methamphetamine. Cash amounting to $7,000 along with unlawful drug paraphernalia was also confiscated during this operation.
After his arrest, Ross displayed signs of having difficulty breathing and was subsequently transported to a local hospital. He was released from the hospital later and was taken in custody by JCPD officers to the Washington County Detention Center.

The successful operation against Louis Ross demonstrates the capability and tenacity of the officers as well as underscores their dedication to uphold the law and ensure the safety of their community.
