William Gray, a principal and leader at McMillan Pazdan Smith Architecture, said the team focused on responsibly using taxpayer’s money and developing a design that looked forward without forgetting its roots.

Though some termed the design โostentatious,โ it is seen by many as a cost-effective method of improving the structureโs operational efficiency. More importantly, the design mirrors Spartanburg’s value systemโa celebration of justice and democracy.
“Good design doesn’t have to be expensive”, said Gray. “When a (local government) makes an investment like that, that’s a commitment to their community and their future, period.โ
